     To achieve the optimum performance of technical vocational education and training (TVET) in the employment of its graduates within six (6) months to one (1) year after graduation, TESDA established the Blue Desk Jobs Bridging (BJB) services in its entire field operating units.

      Aimed at assisting TESDA scholar-graduates in finding employment through referral or job matching, the BJB is anchored on the concept of Placement Referral Intelligence and Development for Employment (PRIDE) to minimize wastage in TVET investments; improve the productivity of the TVET graduates for them to be competitive in the domestic and global markets for increased earnings; and to strengthen the capability of Tek-Bok Providers (TBPs) in the aspect of labor market intelligence.

      The BJB has two components; 1)“Blue Desk” which is a mini-employment facilitation office that provides services such as labor market intelligence data, career guidance, referral and placement for wage employment (local and overseas), emergency employment including OJT and Apprenticeship and Referral for Business Development Support for self-employment; and 2)“Jobs Bridging” which is a major employment facilitation event to assist the TVET graduates to be initiated by TESDA offices at least four times within the next five months.

      TESDA Gold Cards with a unique barcode number are also given to TVET graduates. Through this, the graduate’s resume can be stored in and accessed from the e-TESDA portal database and made available to employers in the country and abroad. The graduate with a gold card shall regularly receive alerts through email and/or text message when there are vacancies that will suit his/her qualifications.

      To ensure the effectiveness of the service, all TESDA offices including the 126 TESDA Technology Institutions (TTIs) have established linkages with various TVET stakeholders such as Regional Coordinating Councils (RCCs), Local Government Units (LGUs), I-CARE Partners, Tek-Bok Providers, Employers, Recruitment Agencies, Philippine Overseas Employment Administration (POEA), Bureau of Labor and Employment (BLE) and all NGAs implementing the Comprehensive Livelihood Emergency Employment Programs (CLEEP) such as DOLE, DPWH, DA, DENR, DSWD, HUDCC, MMDA, DOTC and DOT.
